CAP considered that to make this mews house subservient to the principal house the eaves line should step down from the adjoining consented house and follow the slope of the ground. The quality of materials and detailing was critical; the upper floor would be too fussy and over-detailed. The Panel was also concerned about the clutter that the many downpipes would cause.

CAP commended the heritage report. The subdivision of the principal ground floor front rooms, especially with bathrooms, was not acceptable in this listed building. The opportunity must be taken to replace inappropriate windows on the rear elevation and to replace missing glazing bars (in particular the arched windows at ground and first floor levels). It was essential that the refuse and recycling in the front garden must be properly screened.

CAP considered that the existing 17th century building should be retained. The Panel repeated its response made in August 2013. "Apart from the car parking underneath the first floor the proposed building completely filled the site and did not provide any amenity space, in addition it would overshadow adjoining sites. The design of the street elevation must be improved. The window arrangement was poor; it did not relate to the existing building or to the adjoining buildings. The additional storey at roof level was oversized and unbalanced the street elevation. The scheme would not preserve or enhance the conservation area. The Panel strongly objected."
