CAP welcomed the reuse of this attractive building and supported the proposed change of use to student accommodation. There were aspects of the proposed design to which the Panel objected.
West elevation: The Panel objected to the creation of a new attic storey over the existing (added) attic storey. The outline of the additional storey in the elevational drawings inadvertently gave the impression of a lightweight structure. The built form would have a substantial appearance, which would unbalance the historic elevation to give it an unacceptable, top-heavy appearance from both near and distant views. This would be an architectural mistake. If the developer wished to create a new top floor, it must replace the existing above parapet floor and not build on top of it. This extension would be bulky and would harm the balance and appearance of the building. The Panel objected.
East elevation: In its pre-app response the Panel said "The new building on Upper Byron Place was welcomed but must be of an appropriate scale to match the existing houses - two storeys with attic." The proposed building is much taller at its southern end. It is constructed with a single floor plate, which cuts across the topography; it should step down the hill. The Panel objected.
Lodge and North elevation : The opportunity to replace the uPVC windows and door with appropriately detailed joinery gave an opportunity for a low cost conservation gain. The development should repair and retain the charming detail of the Gothic gateway in the perimeter garden wall.
Disposition of the student units: The distribution of the accommodation between cluster flats and studio rooms and their construction should ensure that the internal alterations were flexible to enable conversion to flatted accommodation if the need arose.
